Photographer's comment: Identified by Belyaev E. A., FEBRAS Institute of Biology and Soil Sciences. The photo looks likely a last year nest of the fall webworm moth (Hyphantria cunea, Drury) caterpillars. This moth is a harmful quarantine pest of Arctiidae family. There are exuviaes and head capsules seen around the nest.
