Notarcha basipunctalis. I wrote this ID for according to Synev the species belongs to the Notarcha genus http://lepidoptera.pro/taxonomy/18826.
Foreign websites though refer the species to the Haritalodes genus (see http://www.jpmoth.org/Crambidae/Pyraustinae/Haritalodes_basipunctalis.html). Here we've got the Haritalodes genus but with only one species http://lepidoptera.pro/taxonomy/26187. I tried to clear that out. Found some explanations in A. N. Streltsov's publication "Fauna and zoogeography of Pyraustinae (Pyraloidea: Crambidae) of the Russian Far East south" — this was in Readings in memory of A. I. Kurentsov", vol. XXIV 2013: "The Haritalodes genus, Warren, 1890, includes only one species, H. basipunctalis (Bremer, 1864). which was before referred to Notarcha Meyrick, 1884, though moths of the typical species of the genus, Zebronia cassusalis Walker, 1859, are quite different in appearance. The Haritalodes genus is set for Botys mutilinealis Guenée, 1854, which is a junior synonym of H.derogata (Fabricius, 1775) quite close to H. Basipunctalis (Dubatolov, Streltsov, 2010).
Interconnection between H. derogata and H. Basipunctalis was examined in detalis in H. Yamanaka's publication (2008) where the individuality in the H. basipunctalis (Brem.) genus was confirmed.
