According to the "green determinant": in females of T. atrata, the thighs are completely red, the trochanters are rusty, and in females of T. nigricornis, the thighs with black tips, the trochanters are black-brown.

Absolutely not suitable. Not Cheilosia exactly. Look at the wing venation from the first photo and the face in profile from the second.

I also thought about the genus Merodon, but you can't see the teeth on the back thighs. However, the photo is certainly not particularly informative, maybe there are teeth, just not visible in the photo

I can recommend one thing. For babblers (and for bees), almost every genus has a different wing venation. So if you want to understand these two groups-memorize the names of veins and cells, look at the drawings and photos as these veins are located in the real world and remember. And then such things as the color of both smrfids and bees are often not informative..

It is indeed Merodon, but it is not M. clavipes or even one of its group of species. This is most likely M. caucasicus or a related species. Yes, and M. clavipes from the Caucasus is unknown, the easternmost point of its range is the extreme west of Asia Minor.

I understand that you are interested in amateur-level determinants (if you are straining to bring them to common families) - and then it is better to turn to Internet resources. It is possible that Diptera.info of these, it is now in the first place.
From more serious books - this is, for example, "The determinant of the families of dipterous insects of the fins of Russia and neighboring countries" by E. P. Narchuk (2003). There, in addition to the determinant itself, you can find a lot of useful information at the beginning of the book. But to use the most definitive part (the key), you already need to turn insects under binoculars or a good magnifying glass, and not just look at photos.
Well, the old "green determinant" (multi-volume "Determinant of insects of the European part of the USSR" ed. Bey-Bienko) has not completely lost its relevance yet, we need to look for parts 1 and 2 of the 5th volume (1969 and 1970).
