The general appearance can be assumed that it is representative of the subfamily and tribe Psychodinae Telmatoscopini.In particular, it belongs to this tribe and some widespread synanthropic species, which often catch the eye. But it is in any case not a definition, but only my guess.
Identify Psychodidae can only be mounted on the material, but not the photo.This photo on body length (10-12 mm), if it seems to me greatly exaggerated - all known to me Psychodidae much smaller.
