Figured it out!! This is an alder mother bug (Elasmucha fieberi), they hatch (hmm, as far as insects are concerned) eggs and then remain with larvae

Dear Yuri, Advice about identifying horseflies based on photos will not give you anything.
A very difficult family to define, a decent definition is possible only by genitals (according to the photo, it is hardly possible) . And outwardly very similar species. Won't even get to the genus....
