Horseflies in the Moscow region

Colleagues, all of you have probably noticed the weather anomalies of the last decade of spring and June. I need to catch about 100 horseflies in different districts of the Moscow region to work as part of the state task, but the weather does not allow me to do this at all. So the question is, can horsefly larvae go into forced diapause until next year? Or will they just die and there will be a sharp depression in numbers?

Wait, the peak summer of most species occurs in July-August. Even in our relatively warm climes, I've only seen one goldeneye since the beginning of the year. And what kind of stat is such an order for the capture of 100 horseflies, regardless of their species?

Horseflies are needed for monitoring tularemia.

And what, for this case, there is no difference between different types?

There is no difference, since they are mechanical carriers, not specific ones.
