I wouldn't bother with subspecies, it's all conditional. And the Eumenins in the Catalog of Life are sometimes so delusional that it is better not to use them at all (for example, there are about 200 species in the genus Odynerus, when there are less than 50 of them) .

If the mandibles are black, and the top of the abdomen below with a yellow spot, then Polistes dominula.
If the mandibles are yellow and the top of the abdomen is black below, then Polistes gallicus.
Unfortunately, these signs are not visible in the photo. However, based on some features of the coloring, I tend to prefer the first option.
