Sometimes, when catching new wasps, you have to double-check what you defined earlier, so the previously defined Crossocerus varus actually turned out to be C. balbipes Dahlb. It's just that when I actually caught varus, it became clear what a narrowed pygidium means, as in the case of balbipes. smile.gif

Interesting. Yes, this is P. phaleratus, and, in my opinion, a nominative subspecies. I am not 100% sure about the subspecies, as I have only one male on hand, and it differs from this exenmplyar by a black back-breech.
The nearest known part of the range is North-Eastern Kazakhstan, so it's not far by Siberian standards. The species is rare everywhere, as it is difficult to catch it (we have 2 specimens in the Crimea for every ten thousand other eumenins).
Probably they are there in the sands along the river and nest, should be caught more. They rarely get caught in nets, as they do not fly to the water, where everyone usually moose wasps.
