where is the golubyanka photographed?

At a glance - either Agrodiaetus amanda or Plebicula dorilas

I am almost 100 % sure that the photographed pigeon is meleager (Meleageria daphnis), male.

I am almost 100 % sure that the photographed pigeon is a male meleager (Meleageria daphnis).

Maybe, of course, the male meleager is similar. Here is the link http://www.eurobutterflies.com/species_pages/daphnis.htm

I don't know exactly who, since we don't have this, but it's definitely not meleager - look at the back edge of the lower wings - they are even, the color is slightly wrong and there are spots, a border on the upper, lower wings.

The underside of the wings is not visible - so all this is to some extent divination.

Let the author first answer where and when the photo was taken - there will be fewer options for divination. Maybe it's even in some kind of America ;- )
And it's definitely not meleager. We have a lot of them - they are not like that.
