Dear Timandr, if you need to "accurately" determine something, one such photo is clearly not enough - you need a series of pictures of different parts of the body from different angles. The definition of scorpion women is mainly based on genital structures. Someone on the forum posted a scan of an article by Martynova (1957) from Ent. Ferris wheel with a key - look for it and drive along the key, there are not so many species there that this is an unsolvable task. Based on your photo, we can only assume with some confidence that this is the most banal Panorpa communis L., based on the drawing on the wings, and the fact that in addition to the West Palaearctic species, a certain number of Far Eastern and Caucasian endemics live in Russia, which should not be in your area.
