The survey is slightly incorrect about its purpose. The fact is that the resolution can be different, and the number of dots per inch is usually set so that you don't have to stare at the small print.
As a result, for example, I have 1280X720, but the dpi is set so that the resolution is approximately equivalent to 900X500, so that you can read without strain for the eyes from any distance.
So even if someone has a resolution of 1940 in the settings, it's not a fact that they are looking at text and images on a similar dpi, because their eyes can be broken.
So the most optimal size for the web is 800X600.
