There are authors of articles/books and other similar materials.
Let's say that these materials haven't been published yet, or they weren't published exclusively, so the author still has the right to distribute them independently.

The author uploads articles to Leppstore, where they are available to everyone for the price + 3 kopecks that the author assigns. At the same time, you can set some benchmarks to make it clear which order of price will be adequate, and which will not.

Everyone can download articles for a small fee for further printing / reading on a computer / in an e-book, etc.

Authors receive a pension increase and an additional audience, as well as an incentive to create materials in convenient digital formats.
Readers receive materials in a civil form, quickly and inexpensively.
The number of horse races serves as an additional indicator of the demand for topics/authors.
Lepstore expands its product range and gets additional visitors.

Everyone is used to Internet freebies. This is why it will not go as it should. I.e. the author will "post" his material, and the expected number of buyers is unlikely to wait.

And beautiful atlases (in no way detract from their scientific nature), which have recently been published more and more, the authors are unlikely to want to post.

Of course, they often require at least partial payback. Although, unfortunately, it is not always necessary to talk about the "scientific" nature of such products. On the other hand, they should be transferred free of charge to the main scientific libraries, which is also less and less common. Often, the author's unwillingness to give the book there also demonstrates his "scientific nature".

Dear Penzyak, have you ever tried this "mandatory mailing list"? And do you know the "required" addresses? Do you have time to go to the post offices, which in some large cities have been "optimized" by 4-5 times, and there are hourly queues? Will this newsletter be funded for you?
But there are not many scientific libraries that biologists and entomologists visit, so even after sending out the publication, it will not become much more famous. Unless he gets into the presidential library, and His Highness can see him.
Publications will become better known if (1) they are sent to specialized scientific libraries rather than "mandatory" ones; (2) they are posted on the Internet at least after some time; (3) finally, they publish something that will be bought even if the publication will appear on the Internet in the future.
