What was the explanation of the academic father that foreign publications are still taken into account?

PS. I join the opinion that has been repeatedly expressed that the "HAC lists" have become absolutely meaningless, since there is no such " muho....the Messenger of God", which would not be in them!

I have such a question in this regard. The EEA was included in the HAC list only now. And if my publication was published there 2 years ago, i.e. when it was not yet on the list, then can this publication now be considered a VAK publication? This question is very important for me, because I am studying in graduate school.

people are steaming, because to protect the cand. (or doc.) diss. it is necessary not just to have some articles on the topic (the main materials should be published in publicly available journals), but the journals where they are published should be "high-quality" (according to the Higher Attestation Commission), and not just random collections-theses.... To do this, the Higher Attestation Commission has prepared a strange list of high-quality magazines... The problem with its foreign part is, in my opinion, that it is impossible to have the same impact factor requirements for all disciplines... Entomol. there are very few people with an IF above 1-2, and vice versa - many very decent entomol. w-ly, which are not easy to get into, have an IF of up to 2....

Well, plus all the usual criticism of the IF approach...
