Dear colleagues! Is there a procedure for official registration of an Entomological collection? Perhaps someone knows if there is a single Database for registering an entomological collection, like a Single Database of Herbariums (http://sweetgum.nybg.org/science/ih/), with getting the appropriate acronym (like Index Herbariorum), etc. Thank you in advance for your answer!

At this stage, I hoped to find an electronic resource that summarizes information about entomological collections, their history, location, volume, and territory coverage. I found some references in a separate form, but not yet in a generalized form.

I sincerely thanked her for the necessary direction (although the appeal was a little disconcerting, I heard that entomologists are akin to aristocrats). But not the point. The main thing is that it was in the Federal Legislation that I found the instructions:

So in 127-FZ of 26.08.1996 (as amended on 23.08.2016) "On science and state scientific and technical policy" (with amendments and additions). dated 01.01.2017)
in Article 2. "General provisions", the definitions are given: the Center for Collective Use of Scientific Equipment (CCP) and the Unique Scientific Installation (UNU). The latter category includes biological collections (although, strictly speaking, an entomological collection cannot be considered equipment, but nevertheless...). And in Article 5. "A scientific organization and its structural divisions" there is clause 4.1. Scientific organizations have the right to create centers for the collective use of scientific equipment, unique scientific installations.

, the Recommendations for registering a bioresource collection as a center for collective use and (or) a unique scientific installation on the Internet (dated 26.06.2017) define the procedure for registering a bioresource collection as a CCP and (or) UNU on the portal "Modern Scientific Infrastructure of the Russian Federation" (ckp-rf.ru).

Requirements for registration of a bioresource collection:
1. Meet the criteria of the CCP or UNU approved by Government Decree No. 429 (see http://ckp-rf.ru/news/science/trebovaniya_k_ckp_unu/).
2. At the first stage of collection registration, the holder of the bioresource collection should send an email to those responsible for registration on the Portal: Kalyuzhny Kirill Alexandrovich (kirill@riep.ru, phone: 8495-916-0047) or Maria Andreevna Dmitrenko (dmitrenko.masha@mail.ru, phone: 8-495-917-21-35): "In order to provide internal and external users with access to the materials of the bioresource collection (full name of the collection and scientific organization), we ask you to register the collection on the portal of the CCP / UNU and provide a username and password for access."
3. Provide primary information for creating an account to the Portal's technical support address: - the full name of the base organization; - the name of the CCP and (or) UNU; - Full name, phone number, e-mail of the head of the CCP and (or) UNU; - actual address of the CCP and (or) UNU; - scanned copy of the order on the creation of the CCP and (or) UNU; - a list of scientific areas of activity of the CCP and (or) UNU. 4.4. In order to register a bioresource collection as a UU, you must additionally provide a free-form certificate with justification for the unique status of the installation (a sample certificate is sent upon request).
5. It is up to the organization to decide whether to register the collection as a CCP or as a UU. In accordance with Government Decree No. 429, centers for the collective use of scientific equipment may contain UNIS. If the organization has a CCP, the UNU can be included in its composition by an order signed by the director of the scientific organization.
6. Technical Support of the Portal registers the collection as a CCP and (or) UNU, while the CCP and (or) UNU are assigned a registration number and provided with a login and password for entering a representative of a scientific organization in the personal account on the Portal, in order to enter additional and updated information about the collection.

About eight institutions of the Russian Federation with entomological collections are registered on this portal: ZIN, MSU Zoomuseum, Siberian Zoomuseum, etc. But that's something. Although the filter for sorting is not quite convenient (or I haven't figured it out yet).

On the subject of registration of private and municipal collections, I found a little in the article by M. F. Kazantsev " Legal regulation in the field of biological collections: system, state. development". The article is informative and just under the Federal Law.

Regulations on zoological collections (Order of the State Committee of Ecology of the Russian Federation No. 411 of September 30, 1997), based on Federal Law No. 52-FZ "On the Animal World", Article 29 "Zoological collections", which defines the procedure for stateregistration of zoological collections "regardless of their form of ownership". The procedure for state registration of zoological collections by the State Committee for Environmental Protection of the Russian Federation is proposed by creating a regional expert group, evaluating and entering the collection in the register... etc. In general, a lot of interesting things... I was confused by the fact that Goskomekologiya no longer exists (Decree of the President of the Russian Federation No. 867 of 17.05.2000 "On the structure of Federal executive bodies"). But among the documents of the successor (to which the powers of the State Committee for Ecology were transferred) - the Ministry of Natural Resources and Ecology (Decree of the President of the Russian Federation No. 649 of May 20, 2004 "Issues of the structure of Federal executive bodies"), there is a reference to the Decree of the Government of the Russian Federation (No. 1219 of November 11, 2015) "On Approval of the Regulations on the Ministry of Natural Resources and Environment". ecology of the Russian Federation...", where there is p. 5. 2. 100 with reference to the same " state accounting procedure... zoological collections or individual exhibits" and Decree of the Government of the Russian Federation No. 823 of 17.07.1996: "On the procedure for state registration, replenishment, storage, acquisition, sale, transfer, export outside the Russian Federation and import into its territory of zoological collections "(with amendments).:

It is interesting, however, whether this practice is conducted in remote regions (and even in central ones), whether there is a register...
