Andrey, this might be Phiaris palustrana, you've got another pic of this species from there, just the specimen is brighter. I'll check now a bit more and move. Also Phiaris palustrana is to be sorted out, there are photos of three species :)

Alexandr, I know it's not that species, so it's in tentatively identified then, I put it long time ago on the German website, here is it archived:

I checked there Celypha flavipalpana and Celypha cespitana, not sure though it's something of those two.

Andrey, got serious doubts on this ID, did Vlad see these pics? What's his thought? The specimen also has red head, this is not Celypha rurestrana but rather dark Celypha flavipalpana or Celypha cespitana
