Is it possible to use the terms "phallus" or "penis"when talking about insects? Or is it just about animals?

"Penis" - you can. In beetles, the entire copulatory organ is called the aedeagus.

"Phallus" - if only about a person smile.gif

The edeagus consists of 3 parts: the penis (medial part), the tegmen (often divided into a basal part (phallobase) and parameres attached to the basal part), and the inner sac (endophallus).
