What kind of structure is this?

Help us understand what it is - a house or just a warehouse, and most importantly, who is its owner?
The picture was taken in the north-east of the Arkhangelsk region, a birch tree lies across a forest river, the structure hangs in the middle, 1.5 m above the water.
Flies are dead, what is attached to each other is not clear. You can't see any entrances or exits. Observation for an hour did not reveal the owner.

There's a spider web visible on the left. Perhaps there was a mass flight and they were crammed into the trap?

If you "click" on the original photo-we get to the gallery-choose the original
size of 1600x1200x - you can clearly see the web on the right. Although both the left and
right webs are "not strong", they could be stretched later, from the mass to
the trunk.
Maybe there is a mushroom growth covered with juice...?

In general, there is such a fly, Atherix ibis, close to ragionids, in which females form similar clusters over water bodies during oviposition (their larvae are aquatic), and then die off and stay like this.
