Arocatus melanocephalus is a Lygaeidae. It is known about them that they climb into houses in the summer. Apparently, they have a period of summer dormancy (like wintering, but in summer, called "estivation" or "summer diapause"). If it is hot in summer and they are not very comfortable at the edges of the forest, in parks, then they are looking for cooler and wetter places in residential areas. Not dangerous.
