Maybe. An interesting animal, I've never seen one like it. I will assume Manica rubida. What size is it?

I will add that such venation occurs only in the genera Manica (1 species in Russia) and Myrmica, but the males of myrmica are small and look a little different, but this genus has a large morphological diversity, so anything can happen.

Is this a male Cerceris tuberculata? It is large and significantly exceeds the body length of Polistes dominula females. Donetsk, 08.08.2016.

PS Reviewing the images on the details of the color suspected the presence of at least two different individuals (I remember, there were several of them on that bluehead), but the species is clearly one.

And they are Empria, all hibernate in cocoons in the ground (according to Lorenz & Kraus), and before pupation they acquire this appearance. By the appearance of the larva, while the pattern is visible, namely, by the stripes on the head, it turns out just E. candidata. Others are not suitable. But the question is different: the determinant lacks many species, and even half of Empria is missing, and therefore confirmation by imago is necessary.
