I don't agree. In Tachyerges salicis, firstly, the bandages on the elytra are thinner and of different colors: the back is much lighter, almost white. Here, compare:

Beetle sem. Prostomidae, two species for Russia (In Russia - 2 centuries). Source of assessment: A. G. Kireychuk [1995] from the ZIN website). Prostomis mandibularis (Fabricius, 1801) is found in Europe. On Sakhalin, Prostomis mordax Reitter, 1889 (this is exactly how the distribution is written in the English source Øst-Asia, bl.a. Sakhalin), so I think it is:
Prostomis mandibularis (Fabricius, 1801)
