Please help me identify this butterfly.Orenburg, 14.09.2017, on the light. The wingspan is 21mm.

If the legs stick out of the head, and not the palps, then this is similar to Ancylosis oblitella. if these are palpations, then pass.

Caught by my Sochi acquaintance in October last year in a Resort Town... He says he saw such a butterfly there this year, and more than once - in the past. What kind of view?!

In general, it is not surprising. smile.gif In the Krasnodar Territory, the view has probably been around for five years.
I was looking for a palm moth in the Crimea as it is not surprising on palm smile.giftrees, but not fate. It was only then that Neri found the caterpillars. If Paysandisia archon also found it, it would be a whole jackpot wink.gif

Yes to amba palm trees.
From Wikipedia: In Russia, the invasion of the species was first noted in 2014, when during phytosanitary monitoring, cases of damage and death of Fortune and low hamerops palm trees were recorded in several districts of Sochi (Adler, Khostinsky, Central). During the examination, it was found that the cause of death of palm trees were the caterpillars of a palm driller[1]. In early 2016, the species was recorded on petioles and trunks of Canary dates. By the beginning of 2016, more than 200 palm tree deaths were officially recorded in Sochi[7].

The invasion in Europe and Sochi has an exclusively anthropogenic origin – the species arrived on the territory of these regions with palm planting material, and then began to settle naturally[1] .
