I would be extremely grateful to all of you for your practical recommendations regarding the OFFICIAL transfer and/or export of dry insect collections to foreign countries.

What documents should be prepared and for which instances, and what permits should be obtained?

It is desirable, if there are data, contact phone numbers and / or addresses and full names of the relevant responsible officials.

Of particular interest are the responses of colleagues who have actually had to do this in the last year or two.

This question is very important, so I would appreciate any help in advance.

It all depends on customs.
Dry insects fall under the HS Code 9705000000, so they must be issued a phytosanitary certificate, and of course, you need to fill out a customs declaration.
Phytosanitary certificates are issued in the regional offices of the Rosselkhoznadzor.
For Moscow, this is: 3 Goncharnaya St., tel.: (095) 298-06-37, 298-06-35, 298-02-76, 298-06-36
For the Ministry of Defense: 8 Volgogradsky Ave., building 1, tel.: (095), 276-19-66, 276-42-75

Thank you for the introduction. But I need more specific information. I probably didn't give much initial information myself.
The case is as follows. By the nature of my activity, I have always been tied to receiving and sending museum collection materials for study. In Soviet times, communications were maintained without any problems around the world. But for the past 4-5 years, my museum (and, according to my information, not really it) is almost isolated from the world's collections. And it would be fine if we couldn't get something. There are no problems with this. But we cannot return what we received from our foreign colleagues 5-10 years ago. And this, of course, affects not only the work, but also the attitude to us as a scientific organization, and to our country as a whole. Unfortunately, the administration, as I understand it, does not plan to bother with these issues in the foreseeable future, and I myself have never done this, relying on the technical staff. But now it simply isn't there.

The museum is located in Moscow. It is necessary to return museum materials that are the property of foreign museums, have no commercial value and do not include species that fall under all sorts of restrictions such as the Red Book or CITES lists (etched dry hymenoptera and diptera on pins).

And a few more questions:
- what is the HS code, and where can I find out its number, i.e. whether the relevant regulatory documents are publicly available?
- are there any differences between individuals, commercial and government organizations in the processing of documents?
- are there such differences in the payment of "services" of officials?

In order:
- HS - commodity nomenclature of foreign economic activity. I.e., each group of goods is assigned a specific digital code. I already wrote the code for insects above (9705000000 or 0511998099), and by and large you will not need it when sending a parcel (only when receiving a phytosanitary certificate).
On www.tks.ru there is a detailed product classifier with search results and comments. You can view it for more information.
- There are differences: for legal entities, a larger package of documents is required than for an individual entrepreneur, and quite a few-for a private person, i.e. it will be faster to get a phytosanitary certificate as a private person (you will need a notarized copy of the tax registration certificate (this is where the TIN is written) and a photocopy of the passport, probably also notarized).

You can get customs declaration forms at the post office.
In the declaration, be sure to indicate that you are sending " Dead dried insects for scientific study; no CITEC and/or protected species. No commercial value."

No documents are required for sending insects to / from EU countries, provided that the package does not contain any internationally or locally protected species.

And for cites and protected ones (except for the First Application), a simple written "certificate of origin" from the owner is enough, which also does not pose any problems...
