I have never seen such a dorcadion before in our region.
Is this Dorcadion elegans (Kraatz, 1873)?

How common is it in Ukraine?

It doesn't look very elegant..
Rather, it's
scopolii how common I don't know, I didn't catch it myself, it doesn't seem very common.

How common is it in Ukraine?

Yes, most likely elegans! It is widespread in the steppes from the Lower Volga and the southeastern Trans-Volga region to the Left-bank Ukraine (up to the Dnieper) in the west.
It is characterized by fused shoulder and dorsal stripes at the apex, red-brown or light legs, and a weakly transverse pronotum. D. scopolii is widespread in the west of Ukraine and has a strongly transverse pronotum and black legs (See Fauna of the USSR, Coleoptera, vol. XXIII issue 1; Plavilshchikov N. N. Woodcutters, part 3, Subfamily. Lamiinae, part 1) In 2007. We found a population of elegans in the Dnipropetrovsk region, west of Pavlograd: http://www.zin.ru/animalia/coleoptera/rus/dorelesd.htm
