And the current bureaucratic "indexes" are from the evil one. A person can publish a good work in a provincial or little-known collection, or even in the form of a monograph, but it will not be known to those who display this "index". Only in the environment of industry specialists can there be an idea of the real demand and quality of work.


I agree that there are no ideal methods, but indexing allows you to introduce an additional element of objectivity. In the end, you can combine two processes - taking into account citation etc. and the opinion of specialists in the group. And there are groups where" one and a half " specialists work, not like the bulavous ones...

The citation system is imperfect in many ways, but this is only if you have played many years before not by the same rules as the whole world. Some people still don't want to come to terms with it, and others can't. You need to live with the realities of today. You need to report an impact article to such a journal, in any case, in impact journals the score is much higher than in the notorious "Vestniki".
One thing is clear, no matter where you write, you need to keep a certain level, not for the report, impact and fee, but for your own sense of satisfaction and approval of colleagues.

For example, on diurnal butterflies, more than one VAKOV journal is not able to provide normal peer review and qualified acceptance of articles. I recently asked a member of the editorial board of the Moscow VAKOV journal how he could have missed one poorly written faunal article with poorly covered material and not very adequate taxonomy. He replied that 1) he himself understands daytime butterflies and did not consider it necessary to send them for review (although he was last interested in this group about 15 years ago); 2) the author is a "good person" type. That's all the criteria.
Another time I asked one almost full-time reviewer of another Moscow VAKOV magazine, and how did such and such nonsense get there, that authors whom you do not know and have not even seen in your eyes, refer to your help in identifying the material, and did not publish new material, which has already been published at least 3 times in a slightly different form in their province. He replied that sometimes articles are not shown to me, and it is not clear who they go through.
And if you take such a VAKOV magazine as Entomological Review, then everything is clear there. in St. Petersburg, there are simply no sufficiently broad specialists in diurnal butterflies. This is clear from the way they are presented in the "Catalog of Lepidoptera of Russia" and another major work published shortly before. They feel like Olympian gods there, and they can't "humiliate themselves" to appeal to external reviewers.
