Quite an honest fly. Note that it has one pair of wings, whereas wasps and other hymenoptera always have 2 pairs of wings.

Let me assume: sem. Ephemeridae, the genus Ephemera. It is quite possible that this is a predimago (larva of the last instar).

I talked with one hydrobiologist, he just specialized in mayflies and freckles, and so mayflies, in addition to ephemeris, according to imago, he undertook to determine only up to subfamilies, although this may be the specifics of hydrobiology.
