If not niobe, then xipe (vorax). It was noted in the Sayan Mountains, and it is also possible in the Altai.

it differs from other fabrizians in that xipe (Korshunov's vorax) "has a black dot in a row of 3 round black spots between the veins on the upper west side opposite the central cell." Quote from Korshunov,2002.

Dichomeris sp., looks like the European nitiellus, which was not mentioned for Russia at all.

By the way, this is an elm species - references to other plants are called into question. I don't know if you have any elms growing in nature, if not, it may be an introduction to urban gardening.
