Horsefly. I think Therioplectes tricolor, maybe some other, in green only this one species, and the fauna indicates only it for the European part of the Russian Federation.

But I want to clarify. In trichocerids, the diagnostic feature in the determinants - A2 is short and curved. This is not the case in this image. What exactly makes you think of a winter mosquito?

No, you're wrong. Meigenii has very short antennae. Phylidorea (Phylidorea) squalens (Zetterstedt, 1838) or Phylidorea (Phylidorea) bicolor (Meigen, 1804) is possible. But all this is very approximate...
