This is a caterpillar of the milkweed cocoonworm Malacosoma castrense. it is mottled all over, with white hairs and a blue head.
and in the ringed cocoonworm, the caterpillar is similar, but it is striped with black hairs, black "eyes" on the head and two black spots at the head and tail.
