Oleg, enough has already been said about the local CC here in the old days, all this has long been refuted, based on an objective analysis of such "books", the topic about CC got its name, so the link is not one year late. But you should read the article you linked to yourself. Then you will see that the species, which, judging by the map above, does not want to live just where there are more forests (!), suffers from them, among other things, allegedly from deforestation. Please also note that after the reasons for the change in population, a separate paragraph discusses the reasons for the decrease in population (as if the decrease is not a change). And these "reasons for population decline" are presented at the level of lay opinion about the fate of wildlife in general, which does not require even a minimal knowledge of the biology and ecology of a particular species. Possible, of course, but not very "likely". The more likely reason was, I suspect, still a glimmer of common sense in this case and an adequate assessment of the current state of the species in the Russian Federation. A competent person does not need to be stimulated by the "example" of other people's mistakes on this issue in order to correctly answer the question of how much two times two is. And many of us knew about the banality of Polyxena (as well as other Red Book characters of recent entomological mythology) in the vast territories of the USSR even when we had never even heard of the KK of Ukraine. Therefore, while recognizing "an example of such nonsense" in a particular tax code, it is also necessary to understand that adequate knowledge of any particular insect species cannot be compatible with including it along with vertebrates in the Tax Code, the task of which is to guide the legislator on the legal protection of the species not only at the level of populations or their parts, but also at the individual level. Therefore, CC without blunders is possible only if the entomological section is removed from it, which, by definition, cannot but cause laughter, even if it is polished, even if it is not polished...

I don't know of many possible objective (not necessarily openly acknowledged!)answers. the prerequisites for including a particular insect species in the CC, offhand, can be called the following: a) insufficient knowledge of the state of the species or specific populations, b) an emotional approach (exaggerating the importance of the appearance of the insect, etc.), c) ogloedskaya envy of academic and university wretches to those who can cash in on "commerce", d) commercial interest, which makes it possible to pass off bullshit as unique when selling (especially far away, where local realities are less well known), which is greatly facilitated by the lack of information about specific localities and finds in specific articles, e) the lack of even school knowledge about insect biology in general and the unjustified extrapolation of protective principles that are adequate for other animal groups; f) the author's itch, the desire for an extra publication on a fake problem, especially in an official publication (and even in regions where the authorities were smart enough, if not to throw out insects from the CC, then at least limit their presence to one and a half species, for each new inflated Red Book, a local entomologist can stop his own ears and tear his throat before turning blue), g) material interest (especially in those regions where there is a lot of money, where the average salary level is several times lower than in the capital and, accordingly, at least a third lower than retail prices), h) inability to dilute the question of the degree of rarity and/or stenotopnost of the species in the territory with questions about the feasibility of its use legal protection for five or more years (during which both life waves, territorial movements, weather perturbations, and the evolution of biotopes can change a lot) and the preference for protecting specific biotopically important territories, and) an official (professional) factor that involves participation in the work on QC and sometimes makes it extremely difficult, even if having a dissenting opinion, avoiding such work.

The CC also has enough serious tasks that it can really solve and should solve before the species included in it are transferred to the zero category, i.e. from the protected list to the memorial one.

The Ministry of Natural Resources of the Russian Federation, following the policy of destroying the personnel base of the country's reserve system, intends to dismiss the director of the Astrakhan Biosphere Reserve – to change an experienced specialized specialist to a farmer.

The current director of the Astrakhan Nature Reserve, Nina A. Litvinova , is an Honored Ecologist of the Russian Federation, Candidate of Biological Sciences, one of the most experienced and most professional and principled managers of protected areas in Russia.

The reserve, which N. A. Litvinova has been managing for about 20 years, is one of the best in Russia. It is included in the UNESCO Network of Biosphere reserves and is subject to the International Ramsar Convention. Currently, the reserve team led by Nina Alexandrovna is preparing documents for inclusion of the Volga Delta in the list of UNESCO World Natural Heritage Sites.

According to local sources, Mikhail Ivanovich Tokarev, who has never worked in the reserve system and does not even have a specialized education, is being prepared to replace N. Litvinova. The only thing that connects him with environmental protection activities is several years of work in the state maritime inspection bodies of the Federal Security Service of Russia, from where he left two years ago. According to media reports, Mikhail Tokarev has already been interviewed for the position of director of the reserve by the Deputy Minister of the Ministry of Natural Resources of the Russian Federation Rinat Gizatulin.

It cannot be ruled out that the attempt to change the management of the reserve is connected with corrupt aspects of the extraction of aquatic biological resources in the Caspian Sea and plans for the development of commercial tourism in the reserve.

The replacement of Nina Alexandrovna as director of the Astrakhan Nature Reserve will inevitably lead to the collapse of the team, and as a result, to a sharp weakening of the reserve's work. In addition to the obvious consequences for the protected area itself, this will lead to Russia's failure to comply with its international obligations and programs.

Recently, the reserve has been experiencing great difficulties due to extremely insufficient budget funding. This is especially acute during the period of massive reed fires in the Volga Delta, when most employees of the reserve, including the director, are forced to fight the fire almost around the clock. Nevertheless, despite the extremely difficult situation, thanks to the efforts of Nina Alexandrovna and her team this year, it was possible to prevent the transition of fires to the territory of the reserve.

Greenpeace and local environmental activists are helping the reserve. The Greenpeace Russia fire-fighting expedition has been participating in the fight against fire together with its employees for four years in the spring. The participants of the expedition were personally and repeatedly convinced that thanks to Nina Alexandrovna and the team assembled by her, the reserve is preserved while all the surrounding territories are almost completely burned out.

It would seem that for such work Nina Alexandrovna should be encouraged in every possible way and set an example to other managers of protected areas. Why did N. A. Litvinova not please the "environmental protection" department? It is impossible to say definitely, but there are grounds for speculation.

In recent years, attempts by various commercial structures and officials at various levels to involve specially protected natural areas in economic activities have become increasingly frequent.

In addition, N. A. Litvinova has repeatedly spoken out against the development of mass tourism in nature reserves, which is actively advocated by the current leadership of the" ecological " block of the Ministry of Natural Resources and Environment.

Unfortunately, we cannot say that the case of the Astrakhan Nature Reserve is something isolated. Recently, this is turning into a system – there is a systematic replacement of experienced, professional managers with people who are far from the reserve system, but are ready to develop a "reserve business".

The most high-profile scandals were caused by the situation in the Prioksko-Terrasny Biosphere Reserve and the Pribaikalsky National Park, where experienced employees were dismissed, and "effective managers" newly appointed by the Ministry of Natural Resources are under investigation and suspended from their posts.

There is no doubt that the dismissal of N. A. Litvinova from the position of director of the reserve will lead to another scandal in the reserve system of Russia. And given the international status of the reserve and N. A. Litvinova's fame, it can negatively affect the image of Russia in these international organizations.

"The attempt of the Ministry of Natural Resources and Environment to replace one of the most experienced and professional managers of nature reserves with an absolute alien to the reserve system is another indicator of the deep crisis in the management of the protected areas system in Russia," said Mikhail Kreindlin, head of the Greenpeace Russia program for Specially Protected Natural Areas. get into the situation and prevent the dismissal of N. Another criminal scandal shook the reserve system: director of the Baikal-Lena State Nature Reserve Alexander Rassolov was arrested. He is suspected of abuse of office and fraud.

The Baikal-Lena Nature Reserve is one of the most valuable natural territories of the Baikal region. It is included in the territory of the World Natural Heritage site "Lake Baikal".

Unfortunately, it has recently been used as a testing ground for the Ministry of Natural Resources ' policy to involve nature reserves in intensive economic and recreational activities.

So, at the end of last year, the Ministry of Natural Resources and Environment published a draft of a new regulation on the reserve, according to which more than 50,000 hectares of logging was planned and 28 tourist routes were planned (before that there were three). After the appeal of Greenpeace Russia to the Ministry of Justice, changes were made to the document: care cabins were removed from the text of the regulation (although they were preserved in the annex to the document), and the number of routes was reduced to 15. But it still poses a threat to the unique natural complexes of the reserve.

It is hard to imagine that the reserve's development plans were developed without the participation of its director. Moreover, while still working as the director of the Sayano-Shushensky Biosphere Reserve, he was actively engaged in the development of various, including very dubious, forms of use of the protected area. And it was he who presented to the Russian government a report on the progress in the development of tourism in his reserve at a meeting on October 29, 2010, where fundamental decisions were made on the development of tourist infrastructure in the reserves of Russia.

The second edition of the Red Book of the Penza Region, volume Plants, 2013, was published after a long search (and herbarium collection) of the plants themselves, trips and search for funds for the publication itself.
I decided to post a link - because knowledge of plants growing in my native land is very important and necessary for an entomologist, especially when studying lepidoptera insects.
Unfortunately, many errors and omissions have crept into this edition. So almost no modern finds of new and rare plant species found and collected by Penza entomologists are reflected: Polikanin D. I'm not saying that the nerds "not in life" will not take me as a co-author of essays in their CC - even if it was I who found not only a super rare plant for the Penza region, but even if this plant was found for the first time in the region!?? Well, they can't...?
Although I always take as co-authors a person who has worked a lot on a rare insect species and always write a link to the authorship of the find in publications. My principle worked-get it. Not this cheap show-off... That's exactly why we saw the proofs of this CC last spring-we almost gave up on plants on trips in 2013... well, of course, they didn't have "a damn thing" new and rare ... AT ALL! I don't say anything that asking them to collect an insect on a certain type of plant is practically pointless... they DON'T SEE THEM...
