The problem is that the bosses are sitting between the chairs: on the one hand, yes, you give WoS and Scopus! On the other hand-well, we also have good magazines (ha-ha!), again, I feel sorry for the poor things...

Until there is a strict rule - publication is not in Wos/Scopus-there is no publication. If you don't have any publications, you don't match your current position, you'll have to leave, and there will be no point in talking about Russian science.
