DC you can't fly with such wings ) This is really one of the swallow's nests-like Crataerina pallida, they seem to live only on swallows and swifts, I haven't heard about attacks on people and cats.

Don't despair! The main thing is to eliminate the cause of their appearance - bird nests. If they are not present, the bloodsuckers will also disappear (you and your pets are random "owners" for them). In the meantime, collect and destroy.
