I understand that this shows ( for 6 months) deviations (=anomalies) from the average monthly norm in one direction or another (in degrees), and not the temperatures themselves.
And, if you can see on these maps, then in the Crimea it turns out the most usual average temperatures. But in Moscow it looks warmer than normal.
