In Orthonevra elegans, the first segment of the whiskers is three times smaller than the third. And in the photo, the first segment is no larger than the third.
Well, venation. You can't see it very well, but from what you can see on Orthonevra elegans, it doesn't look very similar.

Oh yes, it's Microdon! The species may be devius, but it should have black hairs on the scutum between the wings, everything seems to be yellow here. I would say analis or miki, but I won't argue.

These are all horseflies, Tabanidae
, and it looks like a raincoat-Haematopota sp.
The second is Atylotus sp.
The last one is Hybomitra sp.

Three somewhat similar flies from Nizhny Novgorod.
1. Ktyr, of course. Possibly Neoitamus socius. Length 22 mm. May 17.
2. It looks like a Snipe. Maybe the common Rhagio scolopaceus. Length 13 mm. May 27.
3. Ktyrevidka (Therevidae) Thereva nobilitata? The length is about 15 mm. July 14.
