"10. The main scientific results of the dissertation should be published in scientific publications.
The main scientific results of the dissertation for the degree of Doctor of Science should be published in peer-reviewed scientific journals and publications. The results of a PhD thesis must be published in at least one peer-reviewed journal or publication."

Amendments, additions, and issues to the Charter.
First of all, it is necessary that the Charter be available on the Internet not only on the websites of some branches, but above all on the website of the Central Council.
1. According to Chapters 3 and 4.
1) It is not clear at all what "collective membership"is. The main thing is-what kind of contribution, CONTRIBUTIONS and by what principle do they make, how do they vote? Today in the institution one director - one policy, tomorrow another-will say, why do I need REO? Today there are entomologists there, tomorrow there are none - and who will work? If it is not possible to formulate this precisely and prescribe it in the Charter, then "collective" membership should also be canceled. We have territorial branches, so you can use the term "collective member" and "branch" synonymously. Moreover, large institutions with a single "entomological management" can act as discrete departments, and within one subject of the Russian Federation, due to competitive relations and other specifics, 2 or more local departments can be organized.
2) Add new Articles:
- - - Members of the REO who sponsor scientific publications, the entomological component of which is presented and edited by members of the Society, are exempt from paying annual membership fees. (Because the ZIN told me: we can't support your publications, we don't have time to edit them. But "I" have an editorial board made up of world-famous specialists, members of the REO, and it works in general more efficiently than all the editorial boards of VAKOV journals combined).
3) Develop regulations on the printing bodies of the REO CA and REO branches, where official documents are published, among other things. Now the CA is, as it seems, an "Entomological Review", but there is information that it does not belong to the REO or does not fully belong. I can't check it out: I have to go to Moscow and look at new issues in libraries. REO members are published there on an incomprehensible principle, the editorial board works in violation of all moral norms and also skips articles of intraregional significance (the most striking example is Insects of the CC RF in the N-sk republic). About pricing for EO - "a great mystery...". As a result, the Company does not actually have its own central body. Perhaps it is easier to leave the EO to the person who now owns it (even if he sells it for 2 or 4 thousand rubles), and revive his original "Russian Entomological Review"? There are regional publications in some places, but the CA is not supported: it is necessary to specify in the Charter the obligation to support them, at least to the detriment of such Works of the ZIN or REO, which crumble after flipping through.
2. According to Chapter 5
, Article 5.1 ." The highest body of REO is the Congress of the Company" (!).
1) This is not very correct, because the congress meets once every 5 years. In fact, such a body is the Central Council headed by the Presidium. (Analogy: The highest body of the CPSU was not actually the CPSU Congress, but the Central Committee headed by the Politburo, which, if my memory serves me correctly, was elected by the Congress with the same frequency.)
2) But it should be said that the Central Executive Committee and other bodies are elected by the Congress for such and such a term; the most important organizational decisions are made by the Congress.
3) Specify the mandatory composition of delegates to the congress and the norm of representation from branches (for example, 1 delegate from 10 people). After all, all REO members cannot physically come to the congress, they cannot physically "interactively" vote, but they can elect delegates in their branches and give them their instructions. The right to vote at the congress should not be granted to all members sitting in the hall, but to delegates of branches in accordance with the norm of representation.
4) Prescribe a voting mechanism for those branches that (primarily due to the lack of special funding) cannot send delegates to the congress, but may have a certain opinion.
But now it turns out not very democratic: the congress in St. Petersburg-pass decisions that seem right to a large local group, in Moscow-similarly. And it is unrealistic to hold congresses in neutral territories. As A RESULT, THE DECISIONS OF THE CONGRESS ADOPTED IN THE TERRITORIES DOMINATED BY CROWDED BRANCHES HAVE NO LEGITIMACY.
3. According to Chapter 7. Specify that the general financial report of the REO CA should be published in the printed body of the Company (for now - "Entomological Review"), posted on the CA website and brought to the attention of the chairmen of all branches. Let people see where their contributions are going.
4. According to Chapter 8. It is not true that (Article 8.1) "branches of REO...are legal entities". Many, if not all, departments do not have such "faces". But- " maybe...".

I told our social scientists about the current difficult situation, and they openly laughed at REO... In January 2011, the next congress of the Theriological Society of the Russian Federation was held in Moscow at the Moscow State University. For four days, the registration fee was 500 rubles. For this, they received a collection of theses. the program of the congress and a very decent folder with the office... Of course, they lived at their own expense, talked at sections with colleagues and like-minded people, of course, a minimum of funds was allocated for breaks and a banquet (and besides, a very large number of LOCAL "guests"came to the banquet... so the organizers had to send transport for additional "fuel" - winter is in the yard). At the same time, theriologists of the Russian Federation do not have tickets and fees, but there is a website and all events and conferences are brought to everyone who is interested.

I know people who have been members of the REO for many years, but because of their modesty, they have never participated in congresses or published their theses in the REO. Although they have a very solid number of publications and they are really good specialists in their field of entomology... And how many amateurs (among them there are even doctors of sciences and professors-techies, humanities...) koi have been interested in entomology all their lives, have good collections, travel a lot, communicate with the same amateurs (in relation to them, I don't even have the language to say amateur - well, "at least cut it") and koi don't even think about joining the REO. Wonders...

Now all state structures are obligated to open their own websites or pages on the Internet (with mandatory maintenance and updating), so why does REO practically not operate in this area? The same departments in which "teplitsa zhizn" still try to maintain their own pages... but they are also so small from the number of branches... which makes me sad... Requiring EVERY REO member to publish articles and participate in the REO congress is pure utopia. Sending at least one representative to the congress is a sound idea in principle, BUT WHERE CAN I GET MONEY for a ticket and accommodation??? At the state expense in the university, this does not shine for many... And at my own expense-but I don't have the money to get out to Moscow once again, thank God housing with friends is free... Of course, I REALLY want to communicate with LIKE-MINDED PEOPLE and FRIENDS, but alas...

As for the price of an EO, I completely agree. You can find even more expensive printing houses. And all refer to the fact that entomologists do not subscribe. And raise the price to 10,000 per room, maybe then they will run?
Why is it difficult to understand that reducing the price to the real 300 rubles per room (in terms of quality, it doesn't cost more), well, up to 500 ((((( but thus increasing the number of subscribers, REO will only benefit. Absolutely no marketing and no desire to change anything.

For example, members of one council told me that journals included in Scopus (for example, Nota lepidopterologica) are not included. And in the other they said that they were entering! But the journals cited in WoS are clearly included (Zootaxa, ZooKeys). Sometimes dissenters focus on the list of the Higher Attestation Commission (and that's it!). Research supervisors are often older people and do not fully understand new trends. Yes, there is a list of the Higher Attestation Commission, but what kind of Scopus, ISI ... they don't know.
Very crooked phrases lead to very contradictory conclusions, and in the end put applicants and academic secretaries in a delicate situation. I recently somehow defended that the article in Zootaxa should be included in the list. But in one of the tips, an article published in the Journal of Insect Science was thrown out of the list of his VAKOV works.
And all this is due to the fact that there is no speech therapist in VAK.

It publishes Zootaxa, ZooKeys, and Atalanta fairly quickly. Somewhat longer than Tinea, Nota lepidopterologica, Entomofauna, and Evraziatskii E. zh. In principle, Zootaxa is now an ideal journal for revision and description of new taxa. As promised, today I brought to the REO Presidium some of the issues raised in this forum thread. Here are the answers briefly.

1. Make a CD instead of a book of theses.
-- Not accepted. Most people want to see the book. Traditionally, they are also sent to libraries (and earlier it was also sent to RJ). As a compromise, it was decided to post books of abstracts on the website of the pdf society after the congress.

2. a list for admission to the ZIN.
-- this will not be made a general list, since all curators will be at the congress, and not in the ZIN. Anyone who wants to work in ZINA's collections should contact the curator AFTER the CONGRESS and make individual arrangements for working with the collections.
The ZIN Library (reading room) is now allowed for everyone with a passport during business hours, except on Fridays.

3. registration fee and remote participation.
-- There will be no remote participation at the congress. The registration fee is taken not for printing 1 page of abstracts, but for full participation. The mention of such a form in the 1st and 2nd letters implied that if someone pays the full fee, sends their abstracts, but is unable or unwilling to come, then the abstracts will be published, but the Organizing Committee asks to warn that the delegate will not come. Organizing the congress is a huge thankless task, and we need to know exactly how many people will attend it.

4. there is no Charter on the site.
-- The Charter will be posted after the Congress (it is likely that the Congress will make changes).

5. requirements for the availability of articles for joining the REO.
-- there are no such requirements. The entry conditions are the simplest.

6. Publication of a list of members with contacts on the REO website.
-- you can't, because it's illegal (personal information).

7. The situation with Ent. Review
- members of the editorial board say that now there is no such queue as before, communication by e-mail, the main issue is the quality of articles. But the site needs to be updated. The question of price concerns everyone, but the EA publishes not REO, but RAS (Nauka Publishing House), translates into English. yaz. another office. There will be a report on this issue at the congress.

8. it was decided to strictly adhere to the deadline for submitting abstracts and registration, otherwise it is very difficult to plan the schedule, sections, budget, etc.

I think we've gone a little off topic. Postdocs, pichducks, and other Western terms are not yet our reality. And our reality is as simple as calico underpants: Russia doesn't need science. Expensive. Science in Russia is now 70% surviving, 20% existing, and only 10% thriving. Fundamental science, alas, occupies the most important and honorable place in the same 70 %.

You can't do it automatically. But, probably, in the application form in the future it would be worth adding a checkbox: "I agree or not to publish contact information on the REO page". As for the old members of the REO, the issue of consent is easily resolved through the branches. However, the majority issue can also be resolved at the congress.

Contacts are usually indicated in the theses themselves - the same email address and place of work. If you need more, please contact us in person. Or there are separate brochures with broader information that are included in the personal package received at the conference.
