Larvae do not damage bast.

I think so. Under our bark, the Microbregma grinder does similar damage to the description, I don't know if its name is correct now.

Chrysomela ?populi ?tremula (if the suture angle of the elytra was visible and, accordingly, the presence/absence of a black spot on it, it would be possible to speak more precisely). But purely intuitively, I lean more towards Ch. tremula.
